Richard Billings is a native of Rapides Parish.
He is serving his sixth term on the Rapides Parish Police Jury and is
currently serving his fourth term as President of this body.
He is currently serving as Immediate past President and a member of the
Executive Board of the Police Jury Association of Louisiana. Richard is a long time member of the
Steering Committee on Agriculture and Rural Affairs and serves on the Executive
Board for the National Association of Counties.
Richard is a veteran of the Vietnam conflict, having served as Sergeant in the
U.S. Air Force. He is a successful
businessman, owner of L&R Furniture and Appliance and recently a past nurseryman
in the Central Louisiana area.
He served as President of the Central Louisiana Association of Nurserymen and
President of the Southwest Service Club in Rapides Parish. He is a member of the Masonic Lodge,
a Shriner and a member of the VFW.
Richard has received numerous community service awards including a National
Outstanding Citizenship Award with a $5,000.00 grant for his district which he
donated to the Volunteer Fire Departments and Senior Citizen organizations. He also received an Outstanding
Civilian from the Adjutant General of the Louisiana National Guard.
Richard has always been active in his community and parish. He organized the first parish-wide
recognition day for Volunteer Firefighters and established a memorial for
deceased firefighters at the Rapides Parish Courthouse.
He has been instrumental in acquiring funds for improvements in his district,
such as money for public water systems, major road improvements, recreational
additions, assistance for the elderly, and many other projects in this vast
district.
He is a graduate of Glenmora High School and is an active church member. He and his wife, the former Linda
Miller, have two daughters and six grandchildren.
As current President of the Rapides Parish Police Jury, Richard is serving
ex-officio on all Committees.
Richard represents District H, which includes Wards 2, 3, 4, 5 and 6.
