SPECIAL SESSION

May 7, 2001

The Police Jury of the Parish of Rapides, State of Louisiana, met in Special Session at its regular meeting place, the Police Jury Room of the Parish Courthouse, 701 Murray Street, Alexandria, Louisiana, on Monday, May 7, 2001, at 3:00 p.m. (Central Standard Time), pursuant to the provisions of a written notice given to each and every member thereof and duly posted in the manner required by law, viz:

NOTICE OF SPECIAL POLICE JURY MEETING

NOTICE IS HEREBY GIVEN that a special meeting of the Police Jury of the Parish of Rapides, State of Louisiana, has been ordered and called and will be held at its regular meeting place, the Police Jury Room of the Parish Courthouse, Alexandria, Louisiana, on Monday, May 7, 2001, at 2:55 p.m. for the following purposes to-wit:

1. To award Bid No. 1778 Various Road Improvements for Districts A, B, E, F and I.

2. Any other business that may properly come before the Police Jury.

There were present: Honorable Scott Perry Jr., President; Donald H. Wilmore, Vice President; and Police Jurors Ezra L. Reed, Myron K. Lawson, Joe Fuller, Richard L. Nunnally, and Richard W. Billings.

Absent were Police Jurors Davron "Bubba" Moreau and Steve P. Bordelon.

Also present were Mr. Tim Ware, Treasurer; Mr. Terry G. Bounds, Economic and Workforce Development Director; Mr. Cecil Raggio, Public Works Director; Mr. Felix Mouton, WIA Operations Director; Chief David Peart, Fire District No. 2; Mr. Field Gremillion, Legal Counsel; Ms. Candice Saucier, Civil Service Director; and Ms. Angie Richmond, Secretary.

The invocation was given by Mr. Joe Fuller.

The Pledge of Allegiance was led by Mr. Richard Billings.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Scott Perry Jr., President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.

On motion by Mr. Joe Fuller, seconded by Mr. Don Wilmore, to award Bid No. 1778 Various Road Improvements in Districts, A, B, E, F and I to the low bidder Diamond "B" in the amount of $894,490.76:

District A: $280,897.41

District B: $ 56,233.70

District E: $367,884.80

District F: $ 88,851.76

District I: $100,623.09

as recommended by the Public Works Director, Treasurer and Purchasing Agent. On vote the motion carried.

After unanimous vote the following items were placed on the agenda:

On motion by Mr. Joe Fuller, seconded by Mr. Richard Billings, Mr. Myron Lawson, and Mr. Don Wilmore, that the District B roads under Contract Bid No. 1778 not be overlaid until the City of Pineville has completed its water line replacement project and request the Public Works Director to meet with the City of Pineville as to if or when the City intends to install those certain replacement water lines. On vote the motion carried.

On motion by Mr. Joe Fuller, seconded by Mr. Richard Billings, Mr. Myron Lawson, and Mr. Don Wilmore, that any time the Police Jury intends to overlay any streets that have water, gas or sewer lines, that the Public Works Director notify the appropriate utility company or municipality providing the utilities of our intent to overlay before the bids are let. On vote the motion carried.

On motion by Mr. Joe Fuller, seconded by Mr. Don Wilmore, that the Rapides Parish Police Jury elects to receive the fixed (full) payment under the 25 Percent Fund Act with reservation for Title III County Projects under the Secure Rural Schools and Community Self-Determination Act of 2000, Public Law 106-393, for the current year, with review again for next year, and authorize the President to sign the response form to the U.S. Forest Service. On vote the motion carried.

On motion by Mr. Joe Fuller, seconded by Mr. Richard Billings, Mr. Myron Lawson, and Mr. Don Wilmore, that Hines Road, District A, be deleted from Contract Bid No. 1778. On vote the motion carried.

On motion by Mr. Richard Billings, seconded by Mr. Don Wilmore, to grant a $20 per month increase to the salary of Justices of the Peace and Constables, effective July 1, 2001, contingent upon attendance at the Annual Attorney General Training Conference, and an additional $20 per month increase be granted next year provided funds are available. On vote the motion carried.

On motion by Mr. Don Wilmore, seconded by Mr. Richard Billings, that there being no further business, the meeting be declared adjourned. On vote the motion carried at 3:12 p.m.
